Resonance of Fate
Probably my #2 favorite RPG after the Mass Effect series. Takes JRPG themes, a unique battle system, and dialog that very rarely turns into the usual J-Cheese you see in other games (FFXIII). Was overshadowed by the FFXIII hype machine and had nearly no marketing.
Monster Hunter Freedom (2, U, 3 [praying])
Yes I know, Monster Hunter is to Japan what Justin Bieber is to tween girls, sex in a jewel case. Still, it's presence in US is somewhere between sleeper and cult hit. I love it how it's so simple (kill shit, make better weapons, kill more shit) and yet so deep at the same time. Hopefully the series gains some traction in the US, and an appearance on the NGP would be lovely *wink*.

Star Wars Knights of the Old Republic 1&2 both great games. Great story, gameplay and character development. Awesome game for anyone who like games like Mass Effect or Dragon Age.

Recoil. Such a fun multiplayer game. Fast paced combat in tanks with varied weapons. This game is AWESOME, but I don't know anyone who played it.

And Sins of a Solar Empire. Someone mentioned it, but that game is a blast to play if you have some time on your hands and a few friends to play with.

Little Fighters 2 is so awesome, but I am so bad at it.
I enjoyed Earth 2150-Lost Souls. I can only think of one other game that gave me so much customizability in unit creation and that's Galactic Civilizations II. Speaking of which, is GalCivII considered underrated? Because I found that one fun as well.

Some people have said certain games I kinda disagree with:
Amnesia the dark descent - new game, possibly hasn't hit it's full popularity. While a but underpopular, I think it'd made it's name quite well-known at least among PC gamers (certainly it could use more though I guess)
Masters of Orion - I don't think this was ever underrated? It's just old
Demon Souls - Not a underrated game? I've heard of it quite a bit. Maybe it's like amnesia:TDD - a popular and good game, but should maybe be a bit more popular.
Torchlight - I don't think this game deserves to be any more popular than it is. It's not that good, and it's certainly not unique. AFAIK there's no multiplayer still. When multiplayer mod/patch/game comes out, then it will deserve more attention.
Outpost 2 - Got this game as a birthday present once I think (or possibly bought it). Pretty bad game. It got bad reviews and it deserved them. I played through the game and was OK with it, but I don't see how you could think it was good, probably just nostalgia.
Darkstone - bought it expecting at least a decent game, I was really into "RPG"s like Diablo clones and this. Didn't like it. In fact it was so bad (and maybe had some bugs too?), I didn't even really give it much of a chance. I played several levels and then stopped playing. I can't say for sure this game doesn't belong on here, but am fairly confident.
Dark Reign 2 - Naw. I got that game in a pack of games. + Show Spoiler + DR2 Wasn't good - dark reign 1 was even better than it, and dark reign 1 wasn't too bad - I was overly hyped for it though and expected too much, but still had good fun with it. Battlezone 2 that i got from the pack was better.

My picks (or agreements) for great underrated games:
Armored core 1 - totally agree with. Master of Arena is the best one though and is probably even more obscure. I wish a remake of this was made (ESPECIALLY FOR PC) with more balanced parts and maybe a few new features. The later armored cores changed the game a bit too much for me... made it rather stupid.
Rise of the Triad - Totally agree with this. Fantastic music for it's time, and the music is still very catchy IMO. Sounds are great and unforgettable (sorta like Starcraft or Wolfenstein 3D). Gameplay is great for it's time too - It's just unfortunate this game was made the time it was, and used the engine it did, because the z-axis support was pretty limp.
Outcast - FANTASTIC, AMAZING single player action adventure game. Some of the best graphics for it's time, and one of the best atmospheres in gaming history I'd say.
Nox - Tied with Guild Wars for best fantasy PvP game, or even best 1-unit non-FPS PvP game in general. Some minor balance problems and bugs, but still has fantastic gameplay. Some people like the single player for this game, but I didn't find it good.
I'll also agree with 9 hours 9 persons 9 doors 9, tribes 2, ad Planescape: Torment even though I have not played these games, lol. I even owned (and think I still do) planescape torment, just never go around to playing it (which one can probably understand if you're reading this post), and hated it's terribly low resolution (which can apparently be modded now).

I got this game free with my first video card (ELSA ERAZOR II), and really loved the graphics and was amazed how fast the game ran.
Alekh47 (or someone else), I was thinking of buying 9,9,9 for my mom who bought a DS (with a brain game that actually was kinda sucky)... thing is I don't think she's played like any video games in her life, is quite old, and didn't seem too interested in the DS (even though she bought one for herself). Do you think the game is simple enough for her to play? I watched youtube videos and it seems like there was quite a bit of controls involved. I sorta discounted/discredited the idea, because I think she's either not much of a gamer or too old to be.

Borderlands, one of the best gamers i've ever played. People say it's repetitive but i disagree. The game just has a certain charm.

Grandia 2. TI liked the story (even though it was a bit to kitschy) and the gameplay was really good imo.

Kings Bounty, a great game, you will love it even more if you love Heroes of might and magic, as this game is from some of the developers of Heroes 3.

I don't think anybody can consider either Galactic Civ or Sins of a solar empire as underrated. They're not the most played games around but they're consistently being rated pretty high. And rightfully so.

Rise of Legends - extremely awsome RTS with very unique mechanics and great units. A shame nobody actually played it. The lacking success of this game nearly destroyed the developer big huges games.

Though i did like dreamfall, i was disappointed that there was hardly any puzzles, and the ones that were there, were very easy. I got the impression that they wanted to through a few item puzzels in there, but ran out of time. Who knows for sure, but hopfully when they release the dreamfall episodes there will be more puzzels similar to TLJ.

Dear God, Sevastapol, Seelow Heights, and the last Afrika Corps mission were ridiculous. I still remember how my snipers had to take the 150mm artillery pieces, fire a shot to try and kill one of those dug in tigers, and then run away before getting blowed up by counter battery fire. Or having to take out that pier full of Rocket Launchers with 5 Kommandos.
Quite possibly the best WWII RTS I've ever palyed though the voice acting is hilariously bad.
Oh yeah, don't even get me started about the penal brigade BS where you charged through the minefield and into machine guns and trenches and tanks and they didn't even give you any ammunition.
