Although I do have my complaints about the how its executed. i think a reason is because pirates in the New World arent really pirates....they're more like warlords which makes the metaphor kinda weird. A problem i also have with One Piece is.....for alll the talk of freedom, liberation.....the Straw Hats do have a tendancy to put back in power, the old aristrocracy. Although this is muddied because the Straw Hats don't really do that....the People do after Luffy displaces the ones in power. So yeah, Luffy isn't directly putting in the old aristocracy, the peoples of the One Piece world are very happy to uncritically put back in place the old noble system. Putting old monarchies in power over what we see is an improvement. Thinking only democracy/republics are free is very modern western mainstream thought. Most political theorists stipulate the benevolent monarch is actually the theoretically best system, which Cobra and Riku are. And benevolent monarchies are actually, historically, one of the most stable ways to transition to a free state. Both England and the US transitioned from benevolent monarchs to their democratic systems, and if you don't think the US did, look at George Washington's Saddam-like re-election numbers. GW could have just been king if he wanted. If we look at what happens to a lot of the less conservative revolutions, they result in an immediate regression towards tyranny. USSR, PRC, French Revolution, Libya-2011, Mugababe in Zimbabwe... The point is, only a rounding error of countries ever get to actual freedom. Almost all of them have been progeny states of the USA/England. And both of them basically evolved from a benevolent monarchy at one point.

Looks like Vegapunk knew Imu was going to take Uranus for a test drive with the motherflame. That's why he refers to the motherflame as one of his sins, he's basically acknowledging that he gave Imu the means by which to sink the world (which seems to be one of the ways Imu plans to defeat the new era of pirates). This is probably what Imu did last time, but once he destroyed the ancient advanced civilisation he lost the means by which to produce the motherflame. This is probably also why vegapunk is telling the story of joyboy, to make sure history doesnt repeat itself, because it looks like a lot of people "betrayed" (probably just failed to act) when the original joyboy tried to free the world. Imagine being Dragon, a revolutionary, and finding out that your son is the inheritor of Joyboys will, the very person that can deliver the revolution/freedom you're fighting for. The ending of one piece is going to be awesome....
